Josiah joined VCERA as its Communications Officer in 2018 after a 12-year tenure as the Communications Officer at Kern County’s pension plan. He managed VCERA’s new Disability Retirement Division from March 2020 to January 2024. In early 2023, he was tapped as VCERA’s Public Information Officer to assist with the Alameda Implementation. 

Earlier in his career, he filled various communications roles in the healthcare, financial services, technology and education industries. He earned a B.A. in Public Relations from Biola University and an M.S. in Holistic Nutrition from Hawthorn University, and he is a Colson Fellow. Josiah is the author of The Pension Plan (2020) and Culture Makers (2008).
